Although some materials from the U.S. government may reflect crude light/dark Orientalist dichotomies in which the "West" is light-skinned and the "East" is dark-skinned, as in the case of the flyers dropped on Afghanistan, other materials aimed at a literate and technologically apt Islamic audience show American multiculturalism as a signifier for other kinds of tolerance, like the religious tolerance foregrounded on the State Department site.
