Chapter 6: Cooperative
In this chapter, Willinsky devises a clever and attainable plan to help distribute the costs associated with open access via the World Wide Web. By using JSTOR as his model, Willinsky argues that a “publishing and archiving cooperative” (85) would allow libraries to actively participate in the publication process. JSTOR has already established a successful method for working with libraries to archive journal articles. With the collaboration of associations, university presses, publishers, research institutes, and scholars, libraries could “capitalize on the technical infrastructure that research libraries have built up to support journals and other digital resources” (86).
